The inspection was conducted <br />by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Bill Bear of Bowie <br />Resources, LLC was present for the inspection. The weather was clear and sunny with a temperatur of 75 degrees <br />farenheight. The ground conditions were mosly dry with a few damp areas from previous precipitation events. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; S iltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Sediment ponds B, C, D, F, J and K were inspected. Ponds C (Photo 1) and D had been recently cleaned, <br />and during the inspection Pond F (Photo 2) was being cleaned. The cleanings from the ponds was being placed to <br />dry on the top of Gob Pile #2. Once the cleanings have dried, they will be spread out and compacted on Gob Pile <br />#2. The embankments to the ponds are all well vegetated and stable. There w ere no indications of erosion or <br />seepage. Ponds K and F were dry during the inspection. Ponds B, C, D and J (Photo 3) were holding a small <br />amount of water. There was no discharge observed from any of the ponds. <br /> <br />The culverts on the utilities bench were clear of debris and functioning as designed. The culverts along he paved <br />haul road were in good condition and transporting water as designed. The ditches along haul road were clear of <br />debris, no issues were noted. The diversion ditches on Gob Pile #2 were dry at the time of the inspection. There <br />were not any debris in the channels or erosional issues on the emb ankments. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> Gob Pile #2 had no indications of erosion at the time of the inspection. There has been a good amount of <br />volunteer vegetation that has grown on the subsoil placed on the pile. The vegetation is reducing the potential for <br />erosion on the face of the pile. The diversion ditches were clear of debris and capable of functioning as designed. <br />There was no water in the ditches during the inspection.
