These
roads were in decent repair and drivable. No repairs were needed on the roads.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Colorado Parks and Wildlife were on site at the shooting lanes located just west of the permit area at
the north portals. There were several individuals using the shooting benches and targets. CPW representatives
were replacing some of the plywood target backstops. This initial portion of the shooting facility is being
utilized by the public. No further development of the portions of the shooting facility within the SL10
application had occurred since previous inspections.

Area overlying underground workings at the north decline were walked and no evidence of surface expression
of subsidence were noted in this area. The clean water ditch on the east side of this area remains in good
condition.

On the way to inspect reclaimed substation A, we encountered the land owner, Mr. Fontanari, on a piece of
equipment. The landowner has been in the process of burying a waterline. His activity was outside Snowcap
Coal’s areas of disturbance and subsequent reclaimed areas. This work is continuing near the Hasstedt pond.

Substation A is well vegetated, boundaries are marked, and no new disturbances have occurred on this small
parcel.

Substation B was inspected. Substation B is located on property managed by the Bureau of Land Management
in the SW 1/4 of Section 35. There were tracks from a previous vehicle on the roadway. Public Service has
access along this roadway for the powerline. Perimeter markers are placed and visible at the reclaimed
substation parcel. Vegetation was good with no concerns noted.

The area in Section 34 approved for repair in TR69 was visited. No new activity appears to have occurred at
this location since the June 1, 2017 inspection. As previously noted, Cheatgrass dominates the area. Tree roots
and trunks continue to be stored to the east of the area of concern. The northern portion of the “trench” remains
unfilled while the north-south segment of trench has been filled in. No water was in the “Carey pit”, and there
has been no evidence of water flow in the irrigation ditch.

The soil borrow area in Section 34 continues to exhibit good vegetation establishment with no obvious signs of
erosion.

The Conveyor footer area near the I-70 exit ramp remains well vegetated, and has not been re-disturbed. There
is evidence of foot traffic through this area to the river. Old clothing has been abandoned in the bushes along
the river bank.
