PERMIT#: M-2006-003
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:July 27,2017
OBSERVATIONS
This was a Succession of Operator (SO) inspection conducted by DRMS at the Hall Irwin Parker-Dersham site.
This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of
Brighton in Weld County. There are 52.3 acres currently permitted in two separate areas at this 112c site. The
inspection was conducted by Eric Scott of DRMS. The DRMS representative met with permittee
representatives Brett and John Hall of Hall-Irwin at the site entrance at approximately 0900. The site
identification sign was observed (photo 1), however the sign is for the adjacent Baseline permit. The sign will
need to be corrected. The permit boundary markers for the site will need to be replaced by the corrective action
date listed on the first page of this report in areas where the boundary is not defined by existing fences.
On July 28, 2017 an SO was approved by DRMS to transfer the permit from Bestway Concrete Company to
Hall Irwin Corporation. Option B was chosen, and a bond of the same amount was submitted by the new
operator. This inspection was conducted by DRMS to confirm that the provided bond is still adequate to
complete the approved reclamation.
Mining has been completed at this site, and reclamation is well underway. The slurry wall around the reservoir
portion of the permit has been completed and approved by the SEO's office. The majority of the remaining
work to be done consists of backfilling the remaining area of exposed groundwater, removing the remaining
material stockpiles, grading and cleaning up the reservoir areas above water line, and establishing the
appropriate reclamation vegetation. The existing bond posted for this site, $974,000, will be adequate to
complete reclamation if required.
The only noted issues that will require attention/corrective action at this time have been summarized in the first
section of this report. They are the erosion gullies that are forming in several locations in the lined reservoir
walls due to surface runoff, and replacement of the permit boundary markers.
No other issues were noted during this inspection.
Inspection Contact Address
Brett and John Hall
Hall-Irwin Aggregates, LLC
301 Centennial Drive
Milliken,CO 80543
