Final Compensatory Mitigation and Monitoring Plan—Version 2.0 <br />Climax Mine Overburden Storage Facility Expansion (SPK-2013-00045) <br />March 2017 Bikis Water Consultants, a division of SGM Page 5 <br />Table 1 shows the wetlands impacted by the OSF expansion and the wetland and aquatic <br />resources included in this plan as compensation. <br />Table 1. Wetlands Impacted and Mitigation Provided <br />The proposed mitigation site is located on land owned by Climax along the approximate <br />hydrological divide between the upper Eagle River and the Tenmile Creek watersheds. The <br />area is physically located in Summit County, Colorado. The Lake Irwin mitigation site provides a <br />more ecologically functional system than the impacted wetlands in McNulty Gulch and supports <br />more substantial buffer areas and habitat connectivity. The functions of the impacted wetlands <br />are affected by their proximity to the existing OSF, mine roads, and infrastructure. <br />In summary, the mitigation will provide an overall gain in wetland functions in the upper <br />Colorado River watershed and in Summit County. <br />3.1 INDIRECT IMPACTS <br />No significant indirect impacts to wetlands and aquatic resources are anticipated from the OSF <br />expansion. As described in detail in the Alternatives Analysis, water from the OSF expansion <br />will be captured and managed to segregate contact (with OSF materials) and non-contact water. <br />There will be a relatively small reduction in flow to Clinton Reservoir (non-contact water) since <br />some of the water which previously flowed there via the East Interceptor Ditch will become <br />contact water that will need to be conveyed to the Climax process water/water treatment system. <br />However, following treatment this water will be discharged to upper Tenmile Creek at the <br />treatment system’s outfall and remain within the Tenmile Creek/Blue River basin.
