Records are stored at the office of J. E. <br />Stover and Associates in Grand Junction. Records were checked on 7/18, while the on site inspection occurred on <br />7/19. <br /> <br />No mine representative accompanied the site inspection, but Mr. Jim Stover was present while records were <br />checked. BLM representative, Eric Eckberg, requested to accompany the site inspection. The site contains BLM <br />surface and coal leases. <br /> <br />The weather was partly cloudy with a light rain moving in as the inspection reached the portal area. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Mine records were checked at Jim Stover’s office. The records were up to date and in good order. No <br />concerns were noted with the records. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> Vegetation on the reclaimed waste rock pile continues to be in good condition. This area is dominated by <br />sagebrush with limited grass cover. The surface was left rough, and no erosional features were noted. Interface at <br />the southern extent at the collection ditch is good with no evidence of offsite runoff or breaching of the collection <br />ditch. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Stream Buffer Zones 4.05.18: <br /> Permanent drainages continue to hold up well with no sign of side cutting or gullying. Gullies were not <br />observed anywhere on the reclaimed haul road or reclaimed portal area. There are no ponds or sumps remaining <br />on site. All culverts have been removed. The only ditches remaining are the collection ditch at the waste rock <br />pile, and the roadside ditch at the reclaimed pond area.
