Upon the approval of PR -06, on November 18, 2016, the post -mining land use of the areas includes in <br />the SL -10 bond release application were changed to Commercial and Industrial development. North <br />Portal area west of the Colorado River will be developed for a commercial, multi -use sport shooting <br />facility, developed in conjunction with the Town of Palisade and Colorado Parks and Wildlife. Please <br />refer to reclamation plans in Permit Tab 14 and 15. <br />Initial grading, placement of a crushed gravel parking, signage, and shooting benches and targets have <br />been initiated. A ribbon—cutting event for the shooting complex, with Governor Hickenlooper as a guest, <br />was held on May 20, 2017. The Division considers that the alternate post -mining land use of <br />Commercial/Industrial has substantially commenced (Rule 3.03.1(3)(e)). <br />III. OBSERVATIONS AND FINDINGS <br />PHASE I <br />It was found during the review of the SL -10 application that the areas requested for bond release have <br />already been granted Phase I bond release with the approval of either SL -02 or SL -08. <br />PHASE II <br />It was found during the review of the SL -10 application that the areas requested for bond release have <br />already been granted Phase II bond release with the approval of either SL -08 or SL -09. <br />PHASE III <br />Table 1. All four locations were stable, <br />vegetated with perennial self-sustaining species consistent with the approved seed mix, not showing <br />evidence of erosion or other damage, with a minimum of noxious species. The post -mining land use is <br />commercial/industrial for development into a commercial shooting facility. The two agencies involved <br />in the construction and maintenance of the shooting facility, the Town of Palisade and Colorado Parks <br />and Wildlife, have made substantial progress into initial construction of the facility, and have <br />demonstrated that they are moving forward with the project. Vegetation is adequate to control erosion <br />and is consistent with the surrounding undisturbed or previously Phase III released areas. <br />5 <br />Roadside Portals C1981-041 SL10 Findings <br />
