6.4. 5 Exhibit E <br /> Reclamation Plan <br /> The site will be reclaimed to rangeland with slopes no steeper than 3H:1V to <br /> the toe of the bedrock outcrop and blending with adjoining topography, approximately <br /> 18 acres (Figure F-5). Vertical outcrops will remain undisturbed. Adjoining land is <br /> rangeland in rural Moffat County. <br /> Slopes will be backfilled with overburden and shaped using a bulldozer. Slopes <br /> will be graded to 3H:1V or gentler using a bulldozer. A minimum of six (6) inches of <br /> topsoil will be placed on approximately 10 acres. If necessary, surfaces such as the <br /> haul road and staging areas will be roughened prior to seeding with the bulldozer <br /> equipped with a ripper. The slopes will be seeded after the seed bed preparation is <br /> completed. <br /> The operator will use the recommended seed mix from the NRCS (included in <br /> this exhibit) to revegetate the slope. The site will be drill seeded at seven to ten inch <br /> spacing intervals to a depth of 1/4 to 112 inches. Mulch composed of straw of native <br /> grass hay will be applied at the rate of 4,000 Ibs/acre and crimped into the ground <br /> surface with a bulldozer. No fertilizer will be used in accordance with NRCS <br /> recommendation. <br /> Revegetation will most likely be successful if performed in the fall before the <br /> first snowfall. Slope construction and grading will be performed during the summer <br /> and early fall. Topsoil and mulch will be placed on the graded surfaces with the goal <br /> of seeding in late fall. Straw wattles will be placed perpendicular to the slope to protect <br /> the prepared seed bed from erosion and to detain storm water. Straw wattles will be <br /> placed at the crest of reconstructed slopes to protect the surface from erosion. In <br /> addition, wattles will be placed at the toe of the native highwall outcrop abutting the <br /> slopes and every 30 ft down the reconstructed slopes when reconstructed slopes are <br /> longer than 20 ft. Approximately 2500 linear ft. of straw wattles may be used during <br /> final reclamation. Proposed wattle placement is depicted in Figure F-6. The straw <br /> wattles will be removed after vegetation is established. <br /> All mining disturbances will be reclaimed including the interior haul road. The <br /> haul road surface will be ripped using a loader equipped with a ripping claw, if <br /> necessasry. No ponds or streams are on site. All buildings are portable control vans <br /> and will be removed at the end of mining. No waste rock dumps, underground mine <br /> openings, or ditches are anticipated at the site. <br /> Plant Growth Medium Preservation: <br /> Throughout the mining and processing/stockpile areas, salvageable surface <br /> material will be harvested with a loader and stockpiled for use in final reclamation. <br /> Weed Control Plan <br /> The following site specific weed management plan was developed from DRMS <br /> representative's observations and Moffat County's Noxious Weed Management Plan. <br /> adopted in March of 2017. <br /> 6 <br />
