In TRIM <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division <br />Fact Sheet- Page 3, Permit No. C00000906 <br />• New outfall designations (outfalls 010, 011, and 012) were added to the permit for existing discharges. <br />• Monitoring requirements for total arsenic, dissolved cadmium, total recoverable chromium, dissolved copper, <br />dissolved manganese, total mercury, dissolved selenium, dissolved zinc, boron and chloride are applicable to <br />outfalls 007, 008, and 010. <br />• Iron limitations are more stringent at outfalls 007, 008 and new at 010 due to the application of WQBELs. <br />Compliance schedules with interim limitations are included for 007, 008 and 010. <br />• New permit limitations and a delayed effective date are applicable to outfalls 007 and 008 for WET testing. <br />B. Stormwater discharges from Outfalls 004, 007, 008, 010, 011, and 012 <br />Stormwater discharges authorized under general permit certification COR040192 for the New Elk Mine facility were <br />combined into this renewal permit; the division will terminate certification COR040192 on the effective date of the <br />renewal permit. Changes to the requirements associated with this stormwater certification are provided below. <br />• The effluent limitations applicable to stormwater are located in a section separate from the Stormwater <br />Management Plan (SWMP). <br />• A section titled Narrative Water Quality Based Effluent Limitations was added to the permit for clarity. <br />• The practice -based effluent limitations (PBELs) for stormwater discharges were modified to include the <br />following PBELs: Minimize Exposure; Salt Storage Piles or Piles Containing Salt; Waste, Garbage and Floatable <br />Debris; Dust Generation and Vehicle Tracking of Industrial Materials; and Management of Runoff. <br />• A new section titled Specific Monitoring Requirements was added to the permit that addresses the <br />requirements for WET testing. <br />• The term "control measure" is used throughout instead of "Best Management Practice (BMP)", and <br />requirements for installation and implementation specifications and control measure maintenance has been <br />included. <br />• The self -inspection requirements were modified. <br />• A new section titled Corrective Actions was added to the permit that identifies permittee responsibilities with <br />respect to resolving specific facility conditions associated with stormwater discharges. <br />• Several general SWMP requirements were added related to preparing, maintaining, and keeping the SWMP <br />current; including specific SWMP requirements related to the facility map and pollutant source inventory and <br />assessment, and documentation requirements. <br />• Stormwater-specific provisions were added in the General Monitoring and Sampling Requirements section of <br />the permit and to the Reporting and Recordkeeping section. <br />
