6.4.5 Exhibit E—Reclamation Plan <br /> • Haul road reclamation: The haul road removed from the submitted application will remain per the <br /> landowner who wants to continue to use the road for future access. The landowner is in the <br /> process of completing a letter stating that they want the form haul road to remain. This letter will <br /> be sent in with the acreage release request. Therefore,the haul road will not be reclaimed. <br /> 6.4.6 Exhibit F—Reclamation Plan Map <br /> • Haul road not included: The"existing roadway" is not included within the proposed permit area <br /> because there is no longer a need for that portion of the haul road. Since the landowner wants to <br /> continue to use that road,the road will not be reclaimed. Therefore,the access road is not <br /> included in the permit boundary in Exhibit F. <br /> • Proposed final topography:Attached is a revised reclamation plan map(Exhibit F,Attachment 1) <br /> to address the topography elevation with the contour lines. <br /> • Proposed final land use: Attached is a revised reclamation map(Exhibit F, Attachment 1) <br /> portraying the proposed final land use being rangeland(colored in green).Natural grasses will <br /> remain from reclaiming and seeding. <br /> 6.4.7 Exhibit G—Water Information <br /> • NPDES permit: This permit should not be necessary because we do not anticipate needing to <br /> discharge any pollutant water from the mining area. <br /> 6.4.14 Exhibit N—Source of Legal Right to Enter <br /> • Missing attachment: Attached is the County Treasurer tax receipt demonstrating Munsch is the <br /> surface owner(Exhibit N,Attachment A). <br /> Other Concerns <br /> • Proof publication: The proof of publication for the revised notice was mailed to you in a letter <br /> dated June 17, 2017.Attached is the proof of publishing the notice again. <br /> I have provided the clerk and recorder's office with copies of the revised documents listed above for this application. <br /> Attached is a newly signed Exhibit R(proof of filing with County Clerk). <br /> Cheyenne County respectfully requests that the Division find the aforementioned response to the preliminary adequacy <br /> review of our 112 Construction Materials Reclamation Permit Conversion Application as sufficient for the upcoming <br /> application decision date.
