Miranda Blomquist of Seneca Property, LLC accompanied the inspection. The weather was clear and the <br />site was dry at the time of the inspection. The site is a surface mine currently in reclamation. No activities were <br />being conducted on the site at the time of the inspection. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> <br />Records are located at the Foidel Creek Mine offices located at 29515 Routt County Road No 27, Oak Creek, CO. <br />Please see the Availability of Records which accompanies this report for more information. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> <br />The post-mining land use approved for the Yoast Mine is rangeland and wildlife habitat. During the inspection, <br />cattle were grazing on-site and elk were observed throughout the site. No activities or reclamation conditions were <br />observed to prohibit the use by wildlife in or around the mine site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Pond 006 was stable, holding water, and discharging at the time of the inspection. Embankments were well <br />vegetated with no problems noted. The slump on the south side of the pond remains up and away from the pond at <br />the time of this inspection; however, this slump continues to grow with slumped material approaching the edge of <br />the pond and the embankment. Please see the Slides and Other Damage topic in this report for more information. <br /> <br />Pond 015 embankments were stable and well vegetated. The pond was discharging at the time of the inspection. <br />No problems were noted with the primary or emergency spillways, with the exception of the following: <br /> <br />- The primary riser pipe remains damaged. The pipe has rusted through to allow water to enter the pipe
