The loadout site was dry and the weather was <br />clear at the time of the inspection. No activities were being conducted at the main facilities area or around the <br />railway. No mantainence or reclamation activities of the main facilities area, the railway, or the Tie-Across Haul <br />Road were on-going at the time of the inspection. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> <br />All records were located at the Foidel Creek Mine offices. See the DRMS Availability of Records attached. <br /> <br />BACKFILL and GRADING – Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> <br />Backfilling and grading operations of the office area, loadout area, and railway area have been completed. No <br />structures remain on the site with the exception of the electrical sub-station and the rail loop bed and a portion of <br />rail track at Highway 40. BMPs were in place in the form of straw waddles for erosion control. No evidence of <br />final grading to approximate original contours was observed. No maintenance items were observed. The required <br />maintenance items noted in the March 2017 complete inspection identified as a lay-down area near the railway just <br />west of the rail loop pond had not been regraded and material had been pushed into what should be Ditches 7, 8, <br />and 3. This area required regrading and the ditches re-established. Miranda Blomquist of Peabody Energy <br />confirmed that this work was to be completed by April 30, 2017. The regrading of this area has been completed <br />and the ditches have been re-established to provide positive flow to the Rail Loop Pond. The maintenance item <br />has been adequately addressed. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> <br />The approved post-mining land use for the Hayden Gulch Loadout is rangeland and wildlife habitat. During the <br />inspection, one mule deer doe and a small approximately one week old mule deer fawn were observed watering at <br />the Truck Loop Pond. No activities or site conditions limit the post mining land use of the site.
