Decree
Case No. 04CW6
to the Division Engineer for the administration of the Storage Pond. The
Applicant shall provide the Division Engineer a stage-area capacity chart for
the Storage Pond as part of the accounting.
25.5. Storage Accounting Forms. The Applicant's storage accounting under this
Decree shall include, at a minimum, the following information for the
Storage Pond on a daily basis: 1) measured and unmeasured inflow by
source; 2) measured outflows for augmentation, and return flow
replacement; 3) seepage and evaporation losses; 4)the river call, if any, in
effect. Unmeasured inflows to the Storage Pond (including precipitation,
local runoff and groundwater seepage) shall be calculated daily using the
following equation: Unmeasured Pond Inflow=Change in Pond Storage +
Estimated Gross Pond Evaporation+ Measured Pond Releases - Measured
Pond Inflows. Applicants shall promptly release, but no later than 72 hours,
to the Cache la Poudre River all out-of-priority inflows from any source to
the Storage Pond.
25.6. Evaporation Losses from the Storage Pond. Evaporation losses from the
Storage Pond shall be calculated by multiplying the total ice-free water
surface area in acres by gross Storage Pond evaporation in feet. During the
months of March through October, real time gross Storage Pond evaporation
in feet shall be determined on a daily basis using the following method:
Gross pan evaporation shall be computed by multiplying daily standard
alfalfa reference crop evapotranspiration(ETr) in feet published by the
Northern Colorado Water Conservancy District(NCWCD) for the NCWCD
Fort Collins East weather station, or the NCWCD Fort Collins Central
station if such data is not available from the NCWCD Fort Collins East
weather station, by 1.2 to determine daily gross pan evaporation in feet.
Daily gross pan evaporation shall then be multiplied by a pan coefficient of
0.7 to obtain daily gross Storage Pond evaporation in feet. During
November through February, and during other times when alfalfa reference
ETr data are unavailable, the Applicant shall use the following daily gross
evaporation rates for each month:
feet Per day)
Jan I Febj Marl Apr Imayl Jun I Jul Au Se locti Nov1 Dec
0.003 1 0.004 1 0.006 1 0.010 1 0.013 1 0.016 1 0.016 1 0.015 1 0.011 0.008 1 0.004 1 0.003
During days of documented full ice cover, gross Storage Pond evaporation
shall be deemed to be zero.
25.7. Objections and Retained Jurisdiction. Opposers in this case may file
objections to any Alternative Replacement Method proposed by the
12
