Kurtis Blunt and Angela Aalbers of Colowyo Coal <br />Company (Colowyo), Tony Tennyson of Tri-State, Mark Galambas of Wollam Construction and Bradley Gibsom <br />of Mill Creek Engineering accompained the inspection. The weather was clear and sunny with dry ground <br />conditions. Temperatures during the inspection were around seventy degrees fahrenheit. The primary focus of this <br />inspection was the active construction of the new Collom Haul Road and associated approved facilities. <br />FISH and WILDLIFE —Rule 4.18: <br />Golden eagle nest was inspected along County Road 51. The golden eagle was present at the nesting sight. While <br />not visible, it was mentioned that golden eagle chicks were within the nest. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Temporary Facilities Pond was inspected. The pond has already been fully constructed and was functional. <br />The pond embankments had not yet been reseeded and will most likely occur during the fall season. All current <br />disturbances associated with the Collom Haul Road was directed to the pond. The pond held no water at the time <br />of the inspection. Construction of the Wilson Storage Pond was ongoing during the inspection. No issues were <br />observed. <br />Silt fence has been installed along the entire length of current disturbances. The silt fence was keyed in properly <br />and no issues were observed. <br />
