INTRODUCTION <br /> AME <br /> Project Title: BLM East/East Walden Pit Mineral Materials Free Use Permit <br /> Legal Description: Jackson County, Colorado, 61h P.M., <br /> T. 9 N., R. 78 W., Section 20 <br /> Applicant: Jackson County Road and Bridge <br /> NEPA Document Number: DOI-BLM-NO2-2017-0003-EA <br /> Casefile/Project Number: COC-045769 <br /> The BLM East/East Walden Pit is located approximately six miles east of Walden, Colorado on <br /> County Road 12D, immediately north of Jackson County Road 12E. Refer to Appendix A for <br /> maps of the mineral materials site. The mineral materials are used for county road construction <br /> and maintenance. The sand and gravel pit, originally totaling less than five acres, was first <br /> authorized in 1974 under a free use permit for Jackson County Road and Bridge. In 2002, the <br /> free use permit was renewed and an expansion was authorized with an EA, allowing Jackson <br /> County to mine a total of 31 acres. To date, Jackson County has created approximately 12 acres <br /> of disturbance within the permit boundary. The previous free use permit expired April 1, 2015. <br /> Jackson County is requesting a permit re-issue so that it may continue to utilize the pit for <br /> mineral materials. <br /> There is an adequate volume of this material within the pit for existing and future needs, <br /> including screened and sorted rock stockpiles, pit run stockpiles, as well as a considerable <br /> amount of unmined reserves. The mineral material free use permit would be for a period of ten <br /> years with the possibility for renewals. Jackson County Road and Bridge is responsible for the <br /> maintenance of approximately 550 miles of gravel roads and 50 miles of asphalt roads. A local <br /> and low cost source of mineral materials is essential to the maintenance needs of Jackson County <br /> roads. <br /> The purpose of this proposed action is to allow to Jackson County to access and extract locally <br /> available sand and gravel mineral materials on BLM-managed lands in the east-central portion of <br /> the county for use in road maintenance and improvement projects. <br /> The need for this action is established by the BLM's responsibility under Section 302 of the <br /> Federal Land Policy and Management Act of 1976 (FLPMA), and BLM's authority to dispose of <br /> sand, gravel and other mineral and vegetative materials under the Mineral Materials Disposal <br /> DOI-BLM-CO-N020-2017-0003 2 <br />
