It would be preferable that the mining operation be phased so that mining of <br /> the areas adjacent to Main Street are completed in the initial phases so that reclamation and <br /> landscaping adjacent to Main Street could be completed early while the remainder of the mining <br /> is being completed. <br /> Conditional Use Grant(CUG) process <br /> Section 16-7-70 of the Windsor Municipal Code requires conditional use grant approval for open <br /> or surface mining operations for development or extraction of solid materials.
