NORWEST
COR PORAT ION
To: Tony Waldron Ref# 591-6
CC: Transit Mix Concrete Co. Date: May 19,2017
From: Paul Kos
Subject: Proposed Hitch Rack Ranch Baseline Groundwater and Surface Water Sampling
Introduction
Transit Mix Concrete Co. (Transit Mix)is planning to drill several boreholes to characterize rock quality
and groundwater resources to support the mining and reclamation permit application for the Hitch Rack
Ranch Quarry. These boreholes will be completed as monitoring wells or piezometers. The locations are
shown on Figure 1 of the attached Notice of Intent. This memorandum summarizes the proposed
monitoring Transit Mix will perform to characterize the baseline conditions in the vicinity of the proposed
quarry.
Sampling Overview
Transit Mix will collect surface water and groundwater samples and monitor surface water and groundwater
levels to characterize the hydrologic conditions at the proposed quarry. Transit Mix may choose to collect
additional samples and/or collect additional water level data to supplement the data collected as part of this
monitoring. All data collected will be provided to CDRMS in the initial permit application, adequacy
responses,and as permit addendums.
Surface Water Monitoring
Surface water monitoring will occur at two surface water monitoring stations,LTC-SW-1 and LTC-SW-2.
LTC-SW-I will be located upstream of the mining operations and LTC-SW-2 will be located downstream
of the mining operations, but upstream from the fault. A pressure transducer will be installed at each
monitoring location to capture continuous stream depth and will be programed to collect data every 15
minutes. The data will be downloaded monthly. Instantaneous flow will be measured during each of the
monthly site visits. A rating curve will be developed using the continuous stream depth and instantaneous
flow measurements. The rating curve will be used to estimate flow for each of the continuous stream depth
measurements resulting in a flow hydrograph illustrating flow over time. Water quality samples of Little
Turkey Creek will be collected monthly, and the samples will be analyzed for the parameter list summarized
in Table 1.
Groundwater Monitoring
Transit Mix proposes to install six groundwater wells, with one well will be located upgradient of the mining
operations and one well will be located downgradient of the mining operations, but upgradient of the East
Fault, all within the Hitch Rack Ranch property boundary. The shallowest completion of these two wells
that is not directly influenced by creek flows (demonstrated by water quality and level) will be used for
