2. Location <br />New Horizon will locate light -use roads on ridges or on a stable slope in order to minimize <br />erosion. No part of any light use road will be located in the channel of an ephemeral stream <br />where the upstream watershed is larger than one square mile and in intermittent or perennial <br />streams unless specifically approved by the DRMS. Stream fords of an ephemeral stream when <br />the upstream watershed is larger than one square mile and intermittent or perennial stream will <br />be approved by the DRMS before construction proceeds. All other stream crossings will consist <br />of culverts in flowing streams, consistently wet areas, and in ephemeral channels as necessary to <br />allow passage and to minimize disturbance of the hydrologic balance. Light -use roads will utilize <br />culverts designed to safely pass the 10 -year, 24-hour precipitation event. Ditches and drainage <br />control will be established during construction and maintenance of the roads to minimize erosion <br />and to assist traffic passage. <br />The 5t' Street Light Use Road starts on the southeast corner of the permit area and proceeds <br />north along the overburden stockpile and enters the old 5t' Street at Station 23+50. The road then <br />continues west to Station 53+80 which is west of Pond 007. <br />3. Design and Construction <br />Light -use roads will be field engineered to follow the existing topography as much as <br />practicable. Topsoil will be removed and stockpiled in accordance with New Horizon's topsoil <br />salvage plan. The horizontal and vertical alignment will be dictated by the topography and the <br />need to avoid obstructions. Light -use road surfacing material will be adequate for the use of the <br />road. Acid or toxic -forming substances will not be used in the road surfacing. Light -use roads <br />will be maintained to minimize erosion and to allow passage of traffic. <br />The plan and profile of the 5T" Street Road is shown on Map 2.05.3(3)-8 Mine Roads. As shown <br />on the map, the road is 5380 feet long and actually starts on the southeast corner of the permit <br />area, near Lincoln Avenue, south of 5t' Street. As seen in the profile on the same map, the road <br />has a grade of between 0% and 4% grade and an average width of 30 feet. All temporary <br />drainage crossings are designed for the 10 year 24 hour event and all permanent drainage <br />crossings are designed for the 100 year 24 hour event, as shown on Map 2.05.3(3)-1 Surface <br />Hydrology and Attachment 2.05.3(3)-1-3 Collection/Diversion Culverts and Ditches. The map <br />shows the details of the drainage basins and the Attachment shows the designs of the culverts <br />and roadside ditches. <br />The same equipment and procedures for compaction that are described in the Demonstration for <br />the NE Perimeter Haul Road were also used for this road.
