6.4.4 EXHIBIT D -Mining Plan <br /> The Applicant (Huerfano County Water Conservancy District) plans construction of a water storage <br /> reservoir on this site. Huerfano County Road and Bridge is willing to excavate the reservoir site for the <br /> Applicant in trade for obtaining sand and gravel from the site for road construction. See Map 4 for location <br /> of excavation and ancillary operations. The Pit Area will comprise about 7.7 acres The Processing Plant <br /> & Product Stockpile Area will cover about 4.8 acres. The Spoils & Stockpile Area will comprise about 6 5 <br /> acres. The Access Area will comprise 0.15 acres. <br /> Once mining and reservoir construction is completed, the reservoir will be filled from the Huerfano River <br /> An Intake Structure & Bank Stabilization for this purpose has been authorized by the US Army Corps of <br /> Engineers, see Attachment C <br /> Operations are planned to commence in the summer of 2017, as soon as permits are secured. One of <br /> the first steps will be placing approximately 50 feet of the Burns #2 Ditch in pipe in the Access Area in <br /> order to allow access by vehicles to the entire property <br /> Second, the erosion and sediment control measures will be established for the Affected Land. These <br /> measures will include silt fences, drainage swales, and sediment basins. <br /> Third, the topsoil will be stripped from the Pit Area, Processing Plant& Product Stockpile Area, and Spoils <br /> & Stockpile Area. Top soil will be stripped to depths ranging from 6 to 12 inches, depending on visual <br /> confirmation of darker material being topsoil. The topsoil will be stockpiled in the north part of the Spoils& <br /> Stockpile Area. The topsoil stockpile will be stabilized with a cover crop, as discussed further in the <br /> section on revegetation Approximately 0.4 acre-feet of water will be used as needed to establish the <br /> topsoil cover. This water will be pumped from Burns#2 Ditch with permission of the landowner <br /> Fourth, overburden will be removed from the Pit Area and spread in the Spoils & Stockpile Area. The <br /> overburden will be used to fill an erosion gully in the Spoils & Stockpile Area and an irrigation pipe will be <br /> installed to prevent the recurrence of the erosion gully Additional unwanted overburden will be spread in <br /> the Spoils &Stockpile Area. <br /> Once overburden is removed, material excavated from the Pit Area that is suitable for road construction <br /> will be processed in the Processing Plant & Stockpile Area. The County will operate a crusher to process <br /> the excavated material. Finished product, suitable for road construction, will be temporarily stockpiled in <br /> the Processing Plant& Product Stockpile Area and/or hauled off site <br /> The surface area of the excavated pit will be about 4 acres. The pit will be excavated to a maximum depth <br /> of approximately 23 feet A total of about 163,000 cubic yards will be excavated Based on test holes, it is <br /> expected that about 68,000 cubic yards will be processed for road construction. Approximately 29,000 <br /> cubic yards of overburden containing sufficient fines will be stockpiled in the Spoils & Stockpile Area for <br /> later construction of the reservoir embankment and reservoir liner. Approximately 4,000 cubic yards of <br /> cobbles will also be stockpiled for reservoir construction. It is estimated there will be approximately 62,000 <br /> 024 <br />
