5. COMPREHENSIVE INSPECTIONS <br /> 5.1 SWMP Administrator <br /> The plant's Environmental Manager is the designated on-site SWMP Administrator. The current <br /> Environmental Manager is: <br /> D­ EJwi n OLAwj <br /> GCC Rio Grande Cement Plant <br /> 3372 Lime Road <br /> Pueblo, CO 81004 <br /> (719)647-6829 <br /> Cell: (720)231-0364 <br /> p138�1sCOW eofivakK3 oCJC�. cow► <br /> The Environmental Manager will be assisted by the Quarry Manager,who is responsible for <br /> ensuring that the provisions of this SWMP are implemented on a daily basis. <br /> Should the SWMP Administrator be unable to provide the services required by this permit, a <br /> replacement will be assigned these duties and this SWMP will be updated. <br /> The SWMP Administrator is responsible for regular inspections of quarrying areasfor <br /> effectiveness of best management practices, as described herein, and for training of plant <br /> personnel in pollution control measures described in this SWMP. Responsibilities also include <br /> maintaining and revising the SWMP as needed and assisting the plant manager in its <br /> implementation. The activities of the administrator shall address all aspects of the facility's <br /> SWMP. <br /> 5.2 Maintenance of Controls <br /> All erosion and sediment control measures and other protective measures identified in the SWMP <br /> will be maintained in effective operating condition. If site inspections identify BMPs that are not <br /> operating effectively, maintenance will be performed before the next anticipated storm event, or <br /> as necessary to maintain the continued effectiveness of storm water controls. If maintenance <br /> prior to the next anticipated storm event is impracticable, maintenance must be scheduled and <br /> accomplished as soon as practicable. <br /> 5.3 Inspections <br /> The SWMP Administrator will inspect areas of the quarry used for storage of any materials <br /> exposed to precipitation, structural control measures, and items identified is Section 3 at least <br /> semi-annually in the Spring and Fall. <br /> Areas used for storage of materials that are exposed to precipitation will be inspected for <br /> evidence of, or the potential for, pollutants entering the drainage system.
