Doug Smith of Oxbow Mining accompanied the inspection. The weather was slightly overcast but dry. <br />The status of the Elk Creek Mine, as far as the Division is concerned, is “Active” however no coal is being mined <br />and all activity at the site is focused on the early stages of reclamation. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were available at the mine office, details are given at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> All ponds were in good shape. The booms on ponds A, B and D had been replaced. Ponds A and D were <br />holding a little water. Pond B was holding a significant amount of water, as a result of backwash from the water <br />treatment plant, but was well below the discharge level. Ponds C, E, and F were completely dry. <br />Hubbard Creek and Bear Creek were running high. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> No revisions are currently in progress, however a mid-term review is overdue. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The West Valley Fill and the II West Valley Fill were stable and well vegetated on the reclaimed slopes. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and
