No operator representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The weather was windy and w et snow. The snow was heavy and wet and <br />little accumulation was occuring at the lower elevations of the Colowyo Mine leading to wet and muddy ground <br />conditions. Temperatures during the inspection were around thirty degrees fahrenheit. The primary focus of this <br />inspection was to ensure c ompliance with Rule 4.02 and more specifically Rule 4.02.2. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Gr ound Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9 ; Stream Buffer Zones 4.05.18: <br />Road side ponds along Highway 13 were inspected. These ponds included Streeter, Gulch A and Propsect Ponds. <br />Embankments were stable and well vegetated. No issues were observed. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br />As stated earlier, the primary focus of this inspection was to ensure compliance with Rule 4.02. The permit <br />boundary was inspected along the length of Highway 52 as well County Roads 17, 51 and 32. <br /> <br />Rule 4.02.1 require sighs and markers to be posted and maintained, be uniform design through the operation that <br />can easily be seen and read, be durable and conform to local ordinances and codes. As observed by the following <br />picture, all signs and markers observed in this inspecting meet the requirements of 4.02.1. <br /> <br />Rule 4.02.2 refers to mine and permit identification signs. Identification signs shall be displayed at each entrance <br />to the permit area from public roads. Signs shall show the name, address, and telephone number of the person who <br />conducts the surface coal mining operations and the identification number of the current permit authorizing mining
