The inspection was <br />conducted by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Bill Bear of Bowie <br />Resources, LLC (BRL) was present for the inspection. The weather was cloudy with a temperature of 45 degrees <br />farenheight. The ground conditions were dry with some damp areas. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> A portion of the D-Portal Bench where the upper coal stockpile used to sit has been regraded. All coal has <br />been removed from this portion of the bench. There were no erosional issues. Noted in the February 2017 <br />inspection report, a culvert was replaced in this area. The hill side was regraded and returned to the design <br />outlined in the permit. The regraded section was in good condition and there were no indications of erosion. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> During the inspection of the loadout a group of deer were spotted in Pond K. The pond was dry at the <br />time of the inspection. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> - The ditch along the haul road was in good condition. Spring maintenance had been conducted to keep <br />the ditch clear of debris and sediment build up. The culverts along the ha ul road ditch were clear and functioning <br />as designed. The culverts that had metal guards were free of debr is and in good condition. The water diversion <br />structure was routing water in the ditch to flow to Pond B. <br />
