The photographs were taken <br />by Harry Rainey of the Division of Reclamation, Mining and Safety (the Division). The aerial inspection was <br />conducted to monitor Gob Piles #1, #2 and #4. The weather was partialy cloudy with a temperature of 67 degrees <br />farenheight. The ground conditions appeared to be dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />- Pond D and Pond F were not impounding water at the time of the inspection. Pond D was damp and Pond F was <br />dry. The embankments of the ponds were well vegetated and stable. There were no indications of erosion. <br /> <br />- Pond J was holding a small amount of water at the time of the inspection. There was no discharge. The <br />embankments of the pond were stable and well vegetated. There were no issues noted. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> Gob on the top of Gob Pile #2 was being spread and compacted at the time of the inspection. Gob on the <br />top of the #2 pile is placed in windrows to allow the material to drain of water and begin to dry. For more <br />information on Gob Pile No. 2, please see the Slides and Other Damage section of this report. <br /> <br />Gob Pile No. 3 was stable with no indications of erosion (Photo 1). The perimeter ditches appeared to be <br />functioning as designed to convey runoff from the gob pile to Pond E. There were no issues noted with the <br />perimeter ditches.
