6.4. 5 Exhibit E <br /> Reclamation Plan <br /> The site will be reclaimed to rangeland as three terraces to the toe of the <br /> bedrock outcrop, approximately 18 acres. Vertical outcrops will remain undisturbed. <br /> Adjoining land is rangeland in rural Moffat County. Terraces will be constructed and <br /> shaped using a loader, an excavator and/or a bulldozer. Waste rock/overburden will <br /> be used to construct the terraces, blending with the surrounding topography. Each <br /> terrace slope will be graded to 31-1:1V or gentler using a motor grader or bulldozer. A <br /> minimum of six (6) inches of topsoil will be placed on affected surfaces. If necessary, <br /> surfaces will be roughened prior to seeding with the bulldozer. The terrace and <br /> adjoining slopes will be seeded after the seed bed preparation is completed. <br /> The operator will use the approved seed mix described in Table 1 to revegetate <br /> the terraces and any other affected areas. The site will be drill seeded at seven to ten <br /> inch spacing intervals to a depth of 1/4 to 1/2 inches. Mulch composed of straw of native <br /> grass hay will be applied at the rate of 4,000 Ibs/acre and crimped into the ground <br /> surface with a bulldozer. <br /> Table 1: Reclamation Seed Mix <br /> Species PLS/Acre <br /> Crested Wheat grass 3.00 <br /> Intermediate Wheat grass 7.00 <br /> Pubescent Wheat grass 7.00 <br /> Total 17.00 <br /> Revegetation will most likely be successful if performed in the fall before the <br /> first snowfall. Terrace construction and surface grading will be performed during the <br /> summer and early fall. Topsoil and mulch will be placed on the graded surfaces with <br /> the goal of seeding in late fall. Straw waddles will be placed perpendicular to the slope <br /> on the terrace slopes and adjoining contoured sloped to protect the prepared seed bed <br /> from erosion and to detain storm water. The straw waddles will be removed after <br /> vegetation is established. <br /> All mining disturbances will be reclaimed including the interior haul road. The <br /> haul road surface will be ripped using a loader equipped with a ripping claw. No ponds <br /> or streams are on site. All buildings are manufactured portable control vans and will <br /> be removed at the end of mining. No waste rock dumps, underground mine openings, <br /> or ditches are anticipated at the site. <br /> Plant Growth Medium Preservation: <br /> Throughout the mining and processing/stockpile areas, salvageable surface <br /> material will be harvested with a loader and stockpiled for use in final reclamation. <br /> Weed Control Plan <br /> The following site specific weed management plant was developed from DRMS <br /> representative's observations and Moffat County's Noxious Weed Management Plan <br /> adopted in March of 2017. <br /> 6 <br />
