6.4.4 Exhibit D <br /> Mining Plan <br /> The Fedinec Pit is southeast of Craig, CO in Moffat County. The site is located <br /> north of County Road 120, west of County Road 33. The soil types in the permit <br /> boundary include Bulkley silty clay, Hesperus loam and Ustorthents frigid-Borolls <br /> complex. The affected area permit boundary encompasses the total extent of surface <br /> disturbance and approximately 25 feet perimeter buffer area to allow ample area for <br /> equipment maneuvering during reclamation, approximately 18.28 acres. Mining will <br /> extract material from increasing depth of Ustorthents frigid-Borolls complex within the <br /> proposed affected area boundary. The remaining life of the operation is potentially <br /> five years, depending on market demand. Reclamation will occur after the resource is <br /> mined out. <br /> The mining area is characterized by three soil types, channery, loam and silty <br /> loam. The Ustorthents frigid-Borolls complex channery material lies in the north <br /> portion of the permit area. This is the target resource. According to the 1977 permit <br /> application, the channery complex may be as deep as 80 feet before reaching <br /> unweathered bedrock. The Bulkley silty clay loam and Hesperus loam are overburden <br /> on the channery deposit and in the south portion of the disturbance. The silty clay <br /> and loam are not a minable resource. The stratum below the target material is <br /> sedimentary bedrock. The primary commodity is landscape and construction material. <br /> Overburden and fines will be stockpiled on site to be used during reclamation. <br /> Earthmoving equipment may include a loader, a motor grader and/or a <br /> bulldozer. Plant growth material is removed and stockpiled. Loaders and/or an <br /> excavator extract the channery material. When necessary to fulfill a contract, the rock <br /> is sized using a portable screen and/or crushing plant. Bulldozers or loaders will <br /> maintain slopes and manage stockpiles when necessary. Reclamation will require <br /> bulldozers, loaders and motor graders to contour slopes and prepare surfaces for <br /> seeding. <br /> The site is development into an extraction area and processing/staging area. <br /> The extraction area is in the north portion, the channery deposit, of the affected area. <br /> The aggregate processing plant and product stockpiles will be located in the south <br /> portion, silty clay area, of the affected area. All interior haul roads will be temporary. <br /> The plant medium stockpiles will be posted as reclamation topsoil and not for sale. <br /> Waste rock, fines and overburden will be stockpiled and used to rebuild the pit floor <br /> and/or mining slopes as necessary. <br /> Groundwater is not exposed and is not anticipated to be exposed during future <br /> mining or reclamation. No acid or toxic producing materials will be used on site or <br /> exposed during mining. No explosives will be used in conjunction with mining or <br /> reclamation. <br /> There are two man-made structures within 200 feet of the permit boundary. <br /> Moffat County's Road and Bridge Department maintain County Road 120. Western <br /> Area Power Administration owns the Vernal Hayden 138 kv transmission line located <br /> on the north side of County Road 120. The access road passes under the transmission <br /> line. Structure agreements for provided in Exhibit S of this application. <br /> 5 <br />
