The SL-10 bond release application <br />requestsfinal bond release (phase III) on 4.0 acres of reclaimed area that have a post -mining land use of <br />commercial/industrial. These 4.0 acres are owned by the Town of Palisade and are within the Town of Palisade/ <br />Colorado Parks and Wildlife project to construct a combination indoor and outdoor shooting complex. <br /> <br />Participants at the inspection included: <br />Mr. Jim Stover of J.E. Stover and Associates <br />Ms. Tonya Hammond of Snowcap Coal Co. <br />Mr. Dan McKinnon of the Office of Surface Mining <br />Mr. Eric Eckberg of the Bureau of Land Management <br />and Janet Binns of Colorado Division of Reclamation, Mining and Geology <br /> <br />The Town of Palisade and Colorado Parks andWildlife were notified of the inspection, but neither agency <br />participated in the inspection. <br /> <br />The participants met at the Kokopelli Fruit stand on the east side of the Colorado River. We then progressed to the <br />West side of the river and met Mr. McKinnon. The 4.0 acres requested for release in SL10 are located on the west <br />side of the Colorado River. The group visited the 3 outdoor shooting lanes located just west of the permit area <br />boundary to show the inspection participants the progress Colorado Parks and Wildlife has made on construction <br />of the project. <br />OTHER (SPECIFY): <br /> After the bond release portion of the inspection, Snowcap Coal was going to observe activity on the East <br />side of the Colorado River where a surface landowner was running equipment at an irrigation ditch. The Division <br />accompanied Ms. Hammond and Mr. Stover since irrigation in Sections 34 and 35 has been an ongoing concern. <br />Grading has been occurring on the east side of the open irrigation ditch on the west side of Mr. Matt King’s <br />driveway. Mr. King was outside and spoke with SCC representatives. According to Mr. King, a neighbor, Mr.
