III. Section 2.11— Amendment to Zone District Map / CCMOD <br />The following section outlines the applicable requirements listed in Section 2.11 of the <br />Teller County Land Use Regulations. <br />A. 2.11.0 Submittal Requirements <br />As required by Section 2.11.C.2, a boundary survey of the proposed modification to the <br />CCMOD Map was performed in February 2017 by Foresight West, which is a <br />professional land surveying firm licensed by the State of Colorado. Copies of the survey <br />are provided in Attachment 2. Also attached is a Site Plan (Attachment 7), which shows <br />the proposed Map Change area as it relates to the rest of the Newmont/CC&V mine <br />property as well as proximity to the Cities of Cripple Creek and Victor. A detail of the <br />Map Change area also is provided in Attachment 7. <br />B. 2.11.E Standards <br />There are several factors taken into consideration when assessing a Map Change <br />application, as required by Section 2.11.E of the Land Use Regulations. Each of these <br />factors and how they are addressed is summarized below. <br />1. Consistent with Master Plan <br />Newmont has reviewed the Southeast Teller County Regional Plan, which was approved, <br />adopted and certified by the Teller County Planning Commission on November 9, 2004. <br />The proposed Map Change of the CCMOD is consistent with the vision outlined in the <br />Master Plan, which states: <br />"Southeast Teller County desires a high quality of life that includes good housing, <br />schools, and jobs; that sustains a range of recreational activities; and that <br />maintains the rich local heritage." <br />The proposed Map Change for the CCMOD is consistent with this vision in that it: <br />• Allows for the addition of underground mining through an existing mine tunnel to <br />further explore future development of the Newmont/CC&V gold mine, which will <br />continue to provide high -paying jobs to the area. <br />• Maintains the local recreational buffer agreement in Poverty Gulch between <br />CC&V and Teller County so that recreational activities and local heritage will be <br />preserved in the area. <br />Cresson Project Amendment 11 <br />CCMOD Map Change Application <br />Page 5 <br />
