The <br />inspection was conducted by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). <br />The site is inactive; therefore, no company representative was present for the inspection. The weather was cloudy <br />with a temperature of 45 degrees Farenheight. The ground conditions were mostly dry with some damp areas. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The records for the North Thompson Creek Mines are kept in the clerk and recorder's office at the <br />Garfield County Courthouse, located in Glenwood Springs. The records were in good condition and well <br />maintained. Please see the attached Availability of Records form attached to the end of this report for more <br />details. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The North Thompson Creek site has two perpetual discharges, one from the No. 1 Mine portal and the No. <br />3 Mine portal. The discharges from the portals are routed to the treatment system consisting of five ponds in total; <br />the Long Pond, T-1 Pond, T-2 Pond, P9 Pond and the Refuse Pond. <br />- During the inspection both of the mine portal discharge pipes were discharging into the Long Pond (Photo 1). <br />The embankments of the long pond were well vegetated and stable. There were no indications of erosion. The <br />water impounded in the Long Pond was discharging through the discharge pipe to the T-1 Pond. <br />- The T-1 Pond was impounding water from the underground discharge pipe from the Long Pond (Photo 2). The <br />embankments of the T-1 Pond were stable with no indications of erosion. The water impounded in the T-1 Pond <br />had reached the level of the primary spillway. The primary spillway is an open ditch leading directly into the T-2 <br />Pond.
