Hokestra SWSP Page 8 of 11 <br />March 20, 2017 <br /> <br />Return flow factors for the months of October through April are the percentage of the prior year’s farm headgate <br />delivery; those from May through September are the percentage of the month’s farm headgate delivery. <br /> <br /> Table 3 above provides a monthly summary of the estimated yield associated with the <br />subject 3.5 shares of the Rural Ditch. <br /> <br />Historic Return Flows <br />The Applicant estimated historic return flows as the difference between farm headgate <br />delivery and consumptive use. The return flows from the Adler and Villa farms were assumed to be <br />40 percent surface return flows and 60 percent subsurface return flows; the return flows from <br />Gould and Slovek farms were assumed to be half surface and half subsurface return flows. The <br />surface return flows are owed within the same month as water delivery. The IDS Alluvial Water <br />Accounting System (AWAS) stream depletion model was used to lag subsurface return flows to St. <br />Vrain Creek. The return flow factors for the Rural Ditch shares are listed <br />in Table 3 above. Return flows are owed on a daily basis unless otherwise approved by the water <br />commissioner. <br />Conditions of Approval <br />I approve the proposed substitute water supply plan in accordance with Section 37-90- <br />137(11), C.R.S., subject to the following conditions: <br />1. This plan shall be valid for the period of April 1, 2017 through March 31, 2018, unless <br />otherwise revoked or superseded by decree. If this plan will not be made absolute by a <br />water court action by the plan’s expiration date, a renewal request must be submitted to <br />this office with the statutory fee (currently $257) by February 1, 2018. <br />2. Well permit no. 63693-F was issued in accordance with C.R.S. § 37-90-137(2) and (11) and is <br />valid for the current uses. The Applicant is required to maintain a valid well permit for the <br />current uses at this site.
