Janet Binns -3- March 7, 2017 <br />Application No. 2 (SL -02) and on November 14, 2015, with the approval of Bond Release <br />Application No. 8 (SL -08). Phase II bond release on these acres was approved on <br />January 3, 2017 with SL -9. These acres were seeded with approved seed mixes and <br />monitored/sampled as per SCC's permit requirements. Dates and seed mixes for each <br />individual area can be found in Tab 6 of this application in the 2016 Annual Reclamation <br />Report. <br />G Substation (0.6 acres); CRDA1 Road (1.2 acres), CRDA1 Top (1.0 acres) and Pond 11 <br />(1.2 acres) — Cedar Creek Associates, Inc. (CCA) was contracted in 2016 to evaluate <br />these acres for bond release. Sampling was conducted in June 2016 in the interest of <br />ascertaining establishment of vegetation to support the approved postmining land use <br />and to meet the approved success standard for cover in accordance with Rule <br />4.15.10(2). CCA's Introduction, Results and Vegetation Sample Area Location Maps <br />from the "2016 Revegetation Evaluation Report" are included in this submission in Tab 7. <br />The G Substation, Pond 11 and CRDA1 Top and Road have been approved as <br />"Commercial/Industrial" for its postmining land use. Snowcap's permit states on page 15- <br />2 that the approved postmining land use will be considered to have substantially <br />commenced and likely to be achieved after work is commenced on the Sports Complex <br />on any portion of the 4.0 acres of bonded land. The new access road and other dirt work <br />have been initiated by CPW and Town of Palisade for the Cameo Sports Complex <br />crossing the G Substation acreage. <br />17. Copies of the written notice to seek release to parties identified in Rule 3.03.2(1): <br />A Certificate of Service, which documents the notices required under Rule 3.03.2(1) have <br />been mailed, can be found in Tab 3. <br />18.
