Bates -Hunter TR -03 Adq Resp 1 2124/2017 <br />Gilpin mill is a contributing structure to the Landmark. The SHPO informs CCMC that it does not <br />usually designate individual structures already included in such a Landmark as historic buildings under <br />Section 106 of the Historic Preservation Act. <br />Matt Collins contacted the SHPO via email on February 1, 2017, requesting documentation of the <br />inclusion/designation of the Golden Gilpin mill within the Central City — Black Hawk National Historic <br />Landmark. <br />On February 9, 2017, Megan Eflin of the SHPO replied via email to Matt Collins regarding the need <br />for a direct request from the DRMS in order for the SHPO to provide, in writing, the confirmation that <br />the Golden Gilpin Mill, while not specifically listed, is a contributing historic structure within the <br />Central City - Black Hawk National Historic District. This email is attached hereto as Exhibit J. <br />CCMC understands from this correspondence that the DRMS must directly contact the SHPO, as per <br />Ms. Eflin's email, regarding the historic contribution and status as a historic structure within the <br />Central City — Black Hawk National Historic District. CCMC requests that the DRMS please <br />communicate directly with the SHPO as per their policy. The representative that we have been able <br />to communicate with can be reached at the following address: (megan.eflinrrf!state.co.us, Office of <br />Archaeology and Historic Preservation, History Colorado, 1200 Broadway, Denver, CO 80203). <br />CCMC requests extension to the decision date to allow for this communication to transpire. <br />Adeguacy Issue 3 -- Special Review Use Permit <br />Mining and milling activity in Central City and Black Hawk began in the latter half of the 1800's- The <br />Golden Gilpin mill sits on the site of the Meade and Prize mills, dating back to 1860. The Golden <br />Gilpin mill was constructed in or before 1934. Milling occurred sporadically during its entire existence <br />and continued until the Colorado Mined Land Reclamation Board was formed in 1976, and possibly for <br />some time thereafter (under the previous owner). Mr. Offen (CCMC) acquired the property in 1989 and <br />immediately applied for a reclamation permit in I990. CCMC was issued DRMS permit M1990-041 in <br />1990. In 1994, Black Hawk revised its land use code, setting standards for land use and the potential <br />need for local approval of land uses. Mr. Offen, having never actually performed any milling at the <br />site, deferred any action to request land use approval from the local government and has never been <br />notified by the local government of the need for that approval. Again, no mineral processing having <br />yet occurred, Mr. Offen was patiently awaiting the investment funding to operate the mill and <br />subsequent need to request approval from the City of Black Hawk to do so. At this time, as stated in <br />Mr. Vince Harris' email provided (Exhibit 1), the City of Black Hawk needs CCMC to complete an <br />Improvement Location Survey prior to any further action to comply with or obtain a use permit at the <br />local level. We request extension to the decision date to allow for this work and communication <br />to occur. <br />CCMC requests a one hundred and twenty (120) day extension to the decision date for this <br />technical revision to allow all possible work to preserve the historic Golden Gilpin mill to <br />transpire. <br />3 of 4 <br />
