Mike Peacock of Mountain Coal Company (MCC) accompanied the inspection. The weather was <br />partly cloudy, with snow on the ground. The mine was active. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> From the highway a seep was visible in the reclaimed fill of the RPE (above the RPE ponds). The location <br />of the seep was made more visible by the surrounding snow. It should be monitored. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The mine had increased to run two production shifts, 5 days a week. The longwall was in panel E6, at <br />around cross cut 22. The continuous miners were finishing up the gate roads at the far end of the E7 panel. At the <br />time of the inspection the wash plant was not running, and was not expected to in the near future. <br />The following permitting actions are in progress: <br /> TR-139 was issued on December 27, 2016 <br /> SL-09 was issued on January 14, 2017 <br /> The decision to approve SL-10 was proposed on December 22, 2016, and public notice of the decision <br />was published in the Delta County Independent on January 4 and 11, 2017. Comments are due to the <br />Division by February 3, 2017. <br /> RN-07 was found complete on February 1, 2016. The initial adequacy review was sent to MCC on May 3. <br />A response was received by the Division on May 24. The proposed decision due date has been extended to <br />February 24, 2017.
