Tony Tennyson of Tri State, Kurtis Blunt and <br />Angela Aalbers representing Colowyo Coal Company (Colowyo) accompained the inspection. The weather was <br />cloudy with intermittent snow and ground conditions were snow covered. It was estimated that snow depth for the <br />site was approximately 18 inches. Temperatures for the day were around fifteen degrees fahre nheit. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The 2016 West Pit reclamation backfilling and grading was inspected from an overlook. The area was snow <br />covered. No visible signs of issues were present. <br /> <br />Overlook at West Pit. <br /> <br />EXPLOSIVES – Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />Explosives were set within overburden of the South Taylor Pit. The blast was scheduled for later in the day and <br />did not occur during the inspection. Everyone was out of the pit during the insp ection including the haul trucks .
