EXHIBIT C <br /> MINING PLAN <br /> (a) Mining of the sand and gravel deposit is scheduled to commence approximately <br /> March 1, 2017 or once application is approved with the Division of Reclamation, Mining <br /> and Safety and end approximately December 31, 2027 or later if pit resources are still <br /> available. This proposed pit is intended to be an intermittent operation as defined in <br /> C.R.S. 34-32.5-103(11)(b) since construction material reserves will not be mined for <br /> more than 180 days per year. Measures will be taken to comply with reclamation and <br /> other necessary activities as established by the board to maintain the operation in a <br /> nonproducing state. Applicant does not wish to form a weed control plan at this time. The <br /> local Pest Control District can be contacted if there is weed growth nuisance. <br /> (b) The estimated depth to which soil, suitable as a plant growth medium, will be salvaged <br /> for use in the reclamation process will be approximately 5 inches. Topsoil will be <br /> stripped in phases to prevent erosion and stockpiled from the active mining area, mine <br /> traffic and any type of stream channel or drainage way. Approximately 2000 cubic yards <br /> of topsoil will be stockpiled on site. Topsoil will be stabilized with a vegetative cover <br /> until used in reclamation. Sloping of this stockpile will be no steeper than 3H:IV, and the <br /> slopes may be mulched with straw to prevent wind and water erosion. Stockpiles will <br /> likely be seeded with a suitable cover crop such as straw to minimize weed production. <br /> (c) The subsoil may contain quaternary alluvium and/or sedimentary waste rock to be <br /> removed to reach the deposit. The material will likely be many inches below the surface, <br /> and the thickness of overburden or quantity of waste rock is hard to determine until <br /> mining activity occurs. This overburden will be separately stockpiled in the same manner <br /> as topsoil mentioned in the above paragraph b. <br /> (d) The thickness of the sand and gravel deposit is substantial,ranging up to 72 inches in <br /> depth. <br /> (e) The access road will be built from the intersection of County Road 22 and EE. There will <br /> be no structures erected. Sand and gravel material will be stockpiled or loaded directly <br /> onto county trucks for use on county roads only. <br /> (f) No disturbances, such as benches or impoundments will occur. There will be no <br /> improvements. Material stockpile dimensions will be determined to facilitate 3H:IV. <br /> (g) An access road will be developed from County Road 22 and EE intersection to the active <br /> mining area. The road will be 20 feet wide and 1670.32 feet long to enter mining area. <br /> The access road will be developed by county road and bridge staff usage dozers and/or <br /> motor graders. The access road may need periodic grading to accommodate heavy <br /> truck traffic. No drainage or runoff conveyance structures will be associated with this <br /> operation. <br />
