Jolly Pit#3; DRMS File No. M-2016-075, Preliminary Adequacy Review CONTINUED(Page 2) <br /> 6.3.4 EXHIBIT D—Reclamation Plan <br /> • Exhibit D(attached)has been revised with the following bullet information added for more detail <br /> and adequacy of reclamation plan.Reclamation of the final mined areas will be initiated within <br /> 12 months of the permanent cessation of mining activities and is anticipated to be completed <br /> within 12 months of the start date. <br /> • Overburden replacement will begin after 1-2 acres have been mined, and continue the same <br /> throughout the mining operation. <br /> • Based on the soil types in this pit location,the soils are sandy loam in the upper part, are sandy <br /> clay loam in the next part, and are underlain by sand and gravel at a depth of 12 to 20 inches. <br /> So at a minimum,this depth will be the thickness of plant growth medium to be replaced. <br /> • Re-seeding costs have been added to the reclamation costs should initial seeding not adequately <br /> grow. <br /> 6.3.5 EXHIBIT E-Map <br /> • The maps submitted in the original application apparently weren't scanned in and may have been <br /> mislabeled according to you via email February 1,2017. Of the two large maps submitted with <br /> the original application,the mining plan map should have been labeled Exhibit E,Attachment A <br /> and the reclamation plan map should have been labeled Exhibit E,Attachment B.From email <br /> conversations with you, it appears that more clarification needs addressed on the reclamation plan <br /> map for reclamation contours rather than just noted 3H:IV.Attached is a revised reclamation <br /> plan map(Exhibit E,Attachment B)to address the contours. <br /> 6.3.11 EXHIBIT L—Permanent Man-Made Structures <br /> • The notarized structure agreements submitted with the original application could not have included the <br /> permit number because a permit number is not assigned until the application is submitted. This matter <br /> has been resolved via email with you on January 27, 2017. <br /> I have provided the clerk and recorder's office with copies of the revised documents for this application.Attached is a <br /> newly signed Exhibit I(proof of filing with county clerk). <br /> Cheyenne County respectfully requests that the Division find the aforementioned response to the preliminary adequacy <br /> review of our 11 Oc construction materials reclamation permit application as sufficient for the upcoming application <br /> decision scheduled for February 17,2017. Based on the review of these revisions,we will determine if an extension is <br /> needed beyond the February 17"date. We truly appreciate your time and consideration of this matter.
