Introduction
The Southfield Mine is in reclamation only status since operations permanently ceased in
2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing
surface facilities and sealing mine openings. By 2003, backfilling, regrading, and topsoil
replacement was completed according to plans approved by the DRMS. Permanent
seeding was completed on all reclaimed areas by October, 2003. Additional revegetation
efforts including planting of shrubs and trees in selected areas of the reclaimed site
during April, 2004. The coal loadout site located near Florence, Colorado, was similarly
reclaimed in 1997, including permanent seeding completed during the same year, then
again in 1999.
EFCI requested, and the Division subsequently approved, two partial bond releases
(SL -03 and SL -04) for the vast majority of the mine site area, and the entirety of the
coal loadout site. By revision to the permit (TR -47), the loadout permit area was
eliminated. This revision reduced the total permit area at the mine site to approximately
1.45 acre, incorporating three sites in long-term reclamation, as follows: the former
substation pad and road, roads associated with former monitoring well MW -NW, and the
lower portion of the Magpie Permanent Diversion Channel.
The following narrative in section 2.05.3 was not revised in TR -47, and is intended
primarily for historical information.
During the second permit term which extends through July 30, 1994, EFCI will continue
underground coal mining operations in the Jack O'Lantern and Red Arrow seams in the
northeastern, southeastern and western portions of the permit area as illustrated by the
Mine Plan Map, (Map 17). Underground mining operations and related surface operations
will utilize essentially the same methods and equipment as presently utilized. Principal
underground production equipment includes electrically powered continuous miners,
shuttle cars, roof bolters, feeder -breakers, and an underground belt haulage system.
Underground production operations utilize continuous mining equipment mine
development, and support equipment including utility vehicles, diesel scoops, rock
dusters, power centers, ventilation equipment, pumps and other miscellaneous
equipment.
2.05.3-1
TR -47 Revised 11/17/2016
