EXHIBIT "E" <br /> RECLAMATION PLAN <br /> 6.4.5 The Reclamation Plan for the Westhoff Pit is as follows: <br /> (1) In preparing the Reclamation Plan: <br /> The Reclamation Plan addresses the following items: final grading, seeding, soil <br /> amendments,topsoil replacement, soil stabilization, and seedbed preparation. <br /> (2) The Reclamation Plan shall include provision for, or satisfactory explanation <br /> of the general requirements for the type of reclamation proposed: <br /> (a) A description of the types of reclamation proposed to be achieved in the <br /> reclamation of the affected land and why chosen,the amount of acreage <br /> accorded to each, and a general discussion of the methods of reclamation as <br /> related to the mechanics of earthmoving: <br /> The amended area will be reclaimed in the same fashion as the existing mined area, <br /> i.e. rangeland and according to the reclamation practices approved for this <br /> amendment application. The existing land use is rangeland and the owner wants the <br /> area returned to rangeland upon the conclusion of the mining operation. <br /> Table 1, above, lists the various phases of mining and associated acres estimated to be <br /> affected. Reclamation will likely begin in Phase 5, and then proceed to Phase 6 then <br /> Phase 3, followed by Phase 4. Phases 1 and 2 could be delayed if there is a decision <br /> to expand the mining operation to the north and east. <br /> Once the sand and gravel are removed,the final slopes will be final mined at a 3:H1V <br /> slope. The areas ready for reclamation will have the topsoil replaced up to a depth <br /> range of 4-6 inches. On areas which have surface gravels and adequate subsoil for <br /> revegetation, soils unit Sa,the subsoil will be used as a plant growth material <br /> prepared for seeding. <br /> (b) A comparison of the proposed post-mining land use to other land uses in the <br /> vicinity and to adopted State and local land use programs. Where the post <br /> mining land use is for commercial purposes, appropriate evidence supporting <br /> such reasonable assurance shall be submitted,it not, a plan for revegetation <br /> shall be submitted: <br /> The site and the surrounding land use is rangeland. <br /> 32 <br />
