EXHIBIT "D"
MINING PLAN
6.4.4 The Mining Plan for the Westhoff Pit Permit Amendment:
(a) Description of the methods of mining in each stage of the operation as related
to any surface disturbance on affected lands:
Mining methods will be consistent throughout the life of this mining operation. This will
be an open pit mining operation. The post mining reclamation plan is to return the site to
rangeland.
Topsoil will be stripped and stockpiled for use during reclamation. If there is any excess
overburden, it will be sold or given away.
This will be a dry mining operation since excavation operations will occur above the
regional ground water table. Primarily, scraper(s), front-end loader(s), excavator(s) and
haul trucks or other similar equipment will remove the topsoil, overburden and aggregate.
Material may be immediately sold, or placed in stockpile(s) (up to 100,000 tons).
Topsoil and overburden will be placed in stockpiles until needed for site reclamation.
Processing(crushing and screening) of the excavated material will occur as needed. The
Pre-mine/Mine Plan Map provides the locations of overburden and topsoil stockpiles and
the processing facility(s).
Mining will begin along the north side of proposed Phase 1 and proceed as shown on the
Pre-Mine/Mine Plan Map. The operation will consist of up to 6 phases. Portions of
Phase 3, 5 and 6 may not be mined, depending on the amount of mineable material which
remains in the non-eroded portions.
(b) Earthmoving:
There are no proposed changes to the existing earth moving plan. Earth moving consists
of first removing topsoil, then any overburden and finally aggregate. Once mining is
nearing completion, the final slopes will be mined at a 31-1:1 V slope. These slopes will
then have topsoil placed for reclamation.
(c) Water diversions and impoundment:
There are no water diversions or impoundments planned for the amendment area.
(d) The size of the area(s)to be worked at any one time:
Total acres to be stripped in a given year will range from 1-3 acres, dependent upon
market demand.
29
