January 26, 2017 C-1981-012/New Elk Mine RDZ <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 8 <br /> <br />Pond 006A was holding water; per Vince Massarotti this water had been pumped from Pond 007A in 2016. There <br />was no flow in or out of the pond. A pump was on site but not operating. No problems were seen with the pond <br />structures. <br /> <br />Pond 08 was not discharging, and the ice and snow were well below the spillways. No significant issues were seen <br />with the pond structures. <br /> <br />Containment Area #5 was holding ice/snow/water, but it was below the top of the structure, and there was no sign <br />of discharge toward State Highway 12. No signs of discharge were seen out of Containment Areas 3 and 4; no <br />problems were detected with these structures. <br /> <br />Ditch D32 was found to be largely clear of sediment or weeds, and it appears to be graded well for proper flow of <br />water to Pond 007A. <br /> <br />Culvert C64 was clear. <br /> <br />Northeast of the storage by the C&W Train Shop the drainage has been recently improved by Vince Massarott i. <br />The ditch (ditch number uncertain) appears to be functioning well to route runoff into the surface water system and <br />away from the river. <br /> <br />The ditch east of culvert C13 (which receives runoff from the SAE to the east) requires the addition of riprap. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />When viewed from Pond 08, minor erosion was seen on the face of the lower RDA (reclaimed portion). There is <br />possible erosion in the eastern side ditch; Vince Massarotti plans to work on this when the conditions are right <br />(RDA is not too wet). <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />The clean coal storage area has been cleared to place dredged material from Pond 007A, as necessary, for drying. <br />The site appears to be well graded to prevent ponding of water. <br /> <br />No problems were seen with the raw coal storage area. <br /> <br />No problems were seen with the retaining wall above the fan. <br /> <br />The road to the water tanks was functional, and the sediment controls by t he tanks were in place and appeared to <br />be functioning well. <br />
