The majority of the
inspection took place on the 26th. An inspection of the Jansen Loadout occurred on the 27th. The weather was
clear and cold. The ground was mostly clea r of snow except for north facing slopes. The NECC representative
who participated in the inspection was Vince Massarotti.
EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09
Placement; Drainage Control; Surface Stabilization:
As in the past, the overall shape of the DWDA#2 looks good, but there are many rills on the sides. The sump at the
east end of this waste pile appears to be of a proper size: not in need of urgent cleaning and not too large.

HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage – Acid and Toxic Materials 4.05.8; Impound ments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Pond 001A was holding water/snow/ice but not discharging. The liner looked good where it was visible.

Very little water was in Pond 007A, and it was not discharging. Vince Massarotti indicated that NE CC will resume
sediment removal in the near future (likely the week after the January inspection). Using a Rangefinder, the
distance from the pond embankment to the sediment in the pond was 10 to 15 feet in some places. At other places
the distance looked to be significantly less, suggesting that sediment removal in this pond should be done very
soon prior to the possibility of a wet spring. No problems were seen with spillways or embankments, although the
water meter will need to be replaced prior to any discharge through the primary spillway.

The silt fence by the SAE by Pond 007A appeared to be functioning well.
