CLERK AND RECORDER <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS IN THE COUNTY OF MESA, STATE OF COLORADO: <br />THAT the request for a Shooting Sports and Outdoor Complex facility located at 3874, <br />3898, 3913, 3915, 3926, 3934, 3956, 3942 19/10 Road; and 903, 951, 956, 983, 987, 995, 998 <br />Highline Canal Road, Palisade, is approved with the following conditions: <br />1. All review agency comments not in conflict with the conditions of approval shall be <br />addressed. The applicant shall consistently comply with all applicable provisions of the <br />Mesa County Land Development Code. <br />2. The approved conceptual CUP shall be amended if a significant deviation from the <br />conceptual approval occurs, as determined by the Planning Director. Accessory uses <br />typical and necessary to a sport shooting and outdoor education complex shall be <br />considered as appropriate and do not require an amendment to the permit. The Board of <br />County Commissioners retains the right to require amendments as deemed necessary. <br />3. Each phase shall obtain administrative Site Plan approval, and shall address potential <br />impacts, which include but are not limited to: <br />a. Traffic Impact Study updates, including traffic counts when site fully functional; <br />b. Site circulation, which shall meet emergency access standards; <br />c. Noise from outdoor firearm ranges shall be analyzed and tested as the site is designed <br />and developed with consideration given to the impact on residential properties. Noise <br />mitigation and hours of operation shall be established as a result of this analysis; <br />d. A Floodplain Study is required to determine if a Floodplain Permit is needed; <br />e. Dust mitigation on all non -paved areas including shooting ranges, access roads, <br />parking areas and the campground will need to be addressed during development; <br />f A Reclamation Plan addressing the collection of spent shot, bullets and clays shall be <br />provided for each proposed outdoor firearm shooting range; <br />g. Coal mine areas are subject to subsidence. Potential risk of future surface subsidence <br />shall be considered by a qualified professional before occupied structures are designed <br />and constructed over the mined areas; <br />h. Proposed lighting shall be identified on the site plan. <br />4. Signage shall meet the following requirements: <br />a. As part of the development of the complex, signs may be installed as necessary at <br />various locations on the site to assist the operations in matters such as safety, direction, <br />instruction and identification; <br />b. Signage throughout the complex will be designed to have a uniform appearance and <br />will be consistent with the character of the buildings, facilities and structures constructed <br />within the complex; <br />c. Signage will also accommodate corporate sponsorships and frill naming rights by the <br />Colorado Parks and Wildlife; <br />d.
