FUGITIVE PARTICULATE EMISSION CONTROL PLAN <br />STORM KING MINES, INC. <br />Permit 84GA323F -1 <br />The following fugitive particulate emission control measures shall be used <br />for enforcement purposes on the sources covered by this permit, as required <br />by the Air Quality Control Commission Regulation No. 1. <br />1. Stockpiles of topsoil, rock, overburden, shall be watered as needed to <br />prevent visible fugitive particulate emissions and to promote growth <br />of vegetation. <br />2. A chemical stabilizer will be applied to the coal stockpile when <br />undisturbed for three or more days to minimize fugitive emissions. <br />3. Refuse impoundment dams will be compacted by sheeps foot compactor. <br />Refuse stored in pond shall be covered by water until area is reclaimed. <br />4. Permanent stockpiles will be protected from wind erosion by construction <br />of 8 feet tall berms and planting of 20 foot tall trees around the piles. <br />5. Conveyor /stackers shall be used to deposit material on rock and coal <br />stockpiles. <br />6. Unpaved haul roads on site shall be watered within 10 hours each day. <br />Chemical dust suppressants will supplement watering as needed. Vehicle <br />speeds shall be limited to 30 m.p.h. on site and controlled by <br />managerial personnel. <br />7. Permanent haul roads shall be gravelled initially and paved after achieving <br />full mining operation starting mid -1987. <br />8. Haul vehicles shall have loads wetted and be washed on the outside prior <br />to transporting of loads offsite. Load size shall be limited to 90% of <br />capacity of each vehicle. <br />9. Mud and dirt carryout onto paved surfaces shall be prevented by maintaining <br />gravelled entryways, washing down vehicles prior to entry onto paved roads <br />and limiting load size. Any carryout shall be removed at least once <br />every eight hour period, five days per week. <br />• <br />
