APPLICATION FOR TEMPORARY SPECIAL USE AGREEMENT <br /> ON COLORADO PARKS AND WILDLIFE LANDS <br /> All portions of this application must be completed. Attach additional information or sheets if needed. <br /> 1. City of Lamar <br /> Company, Organi2ation,or Individual <br /> Address, City,and State <br /> Contact Person: John Sutherland Phone Number: 719-336-1365 <br /> 2. Type of Use Requested: The City of Lamar desires to use 53.165 acre-feet of <br /> CPW water to augment % of the evaporation loss from the ponds located on <br /> the former Valco mining property and now owned by the City. <br /> 3. Period of Use: From: June 1, 2016 to: May 31, 2017 <br /> Starting 15ate Ending Date <br /> 4. State Wildlife Area(s) to be Used: The City of Lamar has acquired the former <br /> Valco mining site located on the City's northern municipal boundary along US <br /> Highways 50/287 and straddling the Arkansas River. The City has plans to <br /> partner with Colorado Parks & Wildlife to convert the property for use as a <br /> recreation, watchable wildlife, fishing, boating, hiking/walking, and wildlife <br /> `resting' area. There are three ponds located on the property that the City <br /> intends to maintain. Recent engineering work that has been performed at the <br /> ponds on behalf of the City by Helton & Williamsen in support of the City's <br /> application for a Water Court decree (Case 13CW3060) indicates that the <br /> ponds have a variable combined surface area depending on the water depth <br /> in the ponds which will require the City to supply replacement water for out- <br /> of-priority depletions caused by evaporation. The City's engineer has <br /> calculated the annual augmentation/replacement requirement to be 106.33 <br /> acre-feet. The City respectfully requests the use of 53.165 acre-feet of CPW <br /> water for the one year period identified in #3 above. <br /> 5. Anticipated Impacts <br /> (describe all that apply: attach additional sheets if necessary): <br /> a. Wildlife: The area serves as habitat for a wide variety of wildlife <br /> species. It is a particularly desirable habitat for birds and waterfowl. <br /> Re-vegetating the site to the satisfaction of Colorado DRMS and in <br /> accordance with the City's plan and the desires of CPW is intended to <br /> enhance the effectiveness of the site as habitat; The CPW water will <br /> provide not only wildlife watering but also shelter and protection <br />
