December 8, 2016 C-1980-007/West Elk Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 7 <br /> <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> MCC had continued to excavate material from the surface of the RPEE, before passing it through a screen <br />and transporting it back down the haul road in order to blend with stockpiled coal to meet contract specifications. <br /> <br />ROADS – Rule 4.03 <br /> The haul road to the RPEE was passable in a light truck. Haul trucks were equipped with snow chains and <br />were able to move material to and from the pile without trouble. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> There was no evidence of any recent slide activity. The repaired slide beneath the Material Storage Bench <br />had been seeded late in the autumn and appeared to be stable. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> A previously approved HDPE culvert had been placed in the surface water drainage ditch immediately <br />west of the RPEE ponds. The culvert will aid drainage to the pond and allow the grade of the access road to be <br />built up. When this is complete MCC intends to complete the final phase of the “plumbing project” and bury the <br />process water line from the east end of the RPEE ponds, down the center line of the road, so that collected water <br />can be cycled to and from the wash plant without freezing in the line. <br />The potable water tank was inspected. <br />The Sylvester Gulch facilities were inspected. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Stockpiled topsoil was well sign-posted. <br /> <br />DOCUMENTS RECEIVED <br />N/A <br />OTHER (SPECIFY) <br />N/A <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
