Desigg and Construction. The design of the haul roads incorporates the demand for mobility and <br />travel efficiency, based on the geometric criteria appropriate for the anticipated volume of traffic, <br />weight and speed of the vehicles to be utilized. The design and construction or reconstruction of <br />haul roads not within the estimated mining area will be certified by a registered professional <br />engineer, except as provided in Rule 4.03. 1 (1)(d)(ii). <br />Should construction of haul roads outside the mining areas be necessary, they will be designed <br />and constructed or reconstructed in compliance with the following standards in order to control <br />erosion and minimize disturbance of the hydrologic balance. <br />The vertical alignment of the haul roads will not exceed 10 percent on the overall grade. <br />Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 <br />feet of pitch grade exceeding 10 percent within any consecutive 1,000 feet. <br />• The horizontal alignment will be consistent with the existing and postmining topography <br />and will be coordinated with the vertical alignment to ensure that the roads will not cause <br />excessive environmental damage. <br />Road cut slopes will not be steeper than 1.5H:1 V in unconsolidated material or 0.25H:1 V in <br />rock. Embankment fill slopes will not be steeper than 2HAV, except where embankment <br />material is a minimum 85 percent rock.
