Phase II-III (10.3) and Phase III (0.7 ac) bond release
inspection of this 732.50 acre underground coal mining operation located near the town of
Palisade, CO. The permittee has disturbed a total of 241.70 acres and has reclaimed (or
undisturbed) approximately 490.80 acres. A breakdown of the reclaimed acreage is as follows:
228.00 ac have been backfilled and graded, 248 ac have been phase I bond released, 157 ac have
been seeded/planted, 229 ac have been Phase II bond released, and 220 ac have been Phase III
bond released. This Phase II-III bond release will release an additional 14.0 total ac. Note:
Final acreages for this mine are being recalculated.

On September 21st, 2016, DRMS informed OSMRE that it had found Snowcap Coal Companies
SL-9 bond release application complete. The SL-9 application requested a Phase II and III bond
release for a total of 13.80 acres, and included a brief description of the mine, the map showing
the parcels being reclaimed, vegetation sampling data and general correspondence. Snowcap
Mining Company notified other pertinent parties (owners of surface area within and contiguous
to the permit area, local governmental and planning agencies, and appropriate federal agencies)
of this bond release inspection. OSMRE, DRMS, landowners, an engineering firm representative
and the operator attended the inspection. Prior to and after this evaluation, I reviewed the bond
release application and other relevant files from both the OSMRE Western Region Office and the
online permitting database maintained by DRMS.
