RULE 2 PERMITS <br />will be maintained during active times of operation. Maintenance techniques will consist of blading <br />of roads and ramps, along with the use of dust control during active times of operation. During <br />construction, a dozer will be used to develop and spread the end -dumps created by the trucks, this <br />will be the primary method used to build the temporary overburden stockpile. Sediment control will <br />be implemented to ensure adequate containment of potential runoff throughout the life of the <br />operation. Temporary seeding may be employed during inactive times of operations on the <br />temporary stockpile to reduce the erosion potential. Following the completion of mining, this <br />temporary overburden stockpile will be removed and placed back into the open pit. <br />Blasting <br />All blasting within the South Taylor area will be conducted in accordance with the blasting parameter <br />described in Volume 1, Section 2.05, Blasting. <br />Blasting Records — Colowyo will keep a record of each individual blast by utilizing report formats <br />shown in Volume 1, Figure 2 - Blasting Report (coal and overburden), and Volume 1, Figure 3 — <br />Colowyo Chargeweight Sheet (overburden only). <br />Pre -Blasting Survey <br />In accordance with Rule 4.08.2, written notification was provided to all residents and/or owner of <br />dwellings or other structures that are located within one-half mile of the permit amendment area. Copies <br />of the letters are included Exhibit 14, Item 6.
