Miranda Blomquist of Seneca Property, LLC <br />(SP) represented the operator and accopanied the inspection. The weather was cool but mostly sunny. A thin, <br />approx 4 “ of snow covered the mine site. The Seneca II West Mine is a reclaimed mine with mine related activity <br />limited to maintenance, vegetation, landform and water monitoring. Roads are not maintained, or plowed in the <br />winter months due to lack of activitiy on the site. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> 2016 Groundwater records had been unavailable previously when the Division conducted a records <br />inspection on October 26, 2016. Groundwater sampling records were available this inspection. Ground water <br />sampling was conducted May 2016, and September 2016. Analytical results were not inspected at the time of this <br />inspection. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 5 was frozen and snow covered. Ice level was approximately 1 foot below the discharge elevation. <br />SP personnel have cleaned sediment out of the Pond 5 flume. There is snow and ice forming at the flume but the <br />seep is still flowing. <br /> <br />Gulch 005, and Drainage 005-E1 were observed and found to be in good repair. <br /> <br />Stock tanks T-20, and T-24 were dry with a thin dusting of snow cover. Spring water was flowing through Stock <br />Tank T-22. No concerns were identified with the stock tanks or with Pond 005. <br /> <br />Pond 006 was holding on open pool of water and was discharging. Effluent was clear but difficult to measure in <br />the flume. SP personnel had scraped out the mineral deposits from the flume. Ice forming in the flume reduced the
