• the volume of process slurry pumped to the tank battery before an upset condition <br /> is discovered(four hours to discover an upset condition, see item 8 above) <br /> • the volume of process slurry pumped to the tank battery after the upset condition <br /> is discovered but before pumping to the tank battery ceases (unknown time, see <br /> item 8 above) <br /> Based on information provided in the submittal, the Division has calculated the total <br /> volume needed is at least 25,581.09 cubic feet. <br /> In order to contain this volume, the Division has calculated the height of the secondary <br /> containment will need to be increased by at least 1.45 feet (I foot- 5.4 inches). This was <br /> determined by subtracting the areas consumed by the "intrusions" located above the <br /> height of the containment wall and using the volume remaining after the existing <br /> containment area is consumed. <br /> Please note, the calculation of 1.45 feet was determined by assuming there is not a Vat <br /> Leach Tank 47 or 98, thus this area could be used as potential capacity. If the Operator <br /> intends to install these additional vat leach tanks, the height of the secondary <br /> containment will need to be increased by at least 1.73 feet (I foot- 8.8 inches) at that <br /> time or during this current planned enhancement. <br /> Response 5: CC&V would like to reiterate the precipitation or process slurry falling <br /> within the secondary containment is automatically pumped back into the mill <br /> process circuit for make-up water. In effect, this pumping ability decreases the <br /> volume of fluid being held in the secondary containment. <br /> With installation of the level alarm in the secondary containment (see Response 2), <br /> CC&V personel will be immediately notified of any over-filling of the containment <br /> sump. The total needed volume calculated for the secondary containment is 20,577 <br /> ft3. This includes 2,188 ft3 for precipitation volume and 18,388 ft3 for one leach tank <br /> volume. <br /> CC&V has calculated the the total volume need for the secondary containment is <br /> 20,577 ft3 with an associated additional height of the secondary containment wall to <br /> be increased by at least 11.94 inches. CC&V proposes to install an additional 12.5 <br /> inches above the current cement secondary containment wall. While only six leach <br /> tanks are currently installed, this calculation assumes that all eight tanks are <br /> installed therefore no further changes to the wall height would be required with <br /> future potential installation of tanks#7 and #8. <br /> Comment 6: Please respond to the adequacy issues identified by Tim Cazier in the <br /> attached memorandum, dated November 18, 2016, RE: FL Smidth Engineering Drawing <br /> Review. <br /> Response 6: Please see the repsonses below. <br />
