I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the Colorado <br />Division of Reclamation, Mining, and Safety in response to a request for a partial Phase III bond release on <br />a portion of the Trapper Mine, Division permit number C-1981-010. These findings and the decision are <br />made in response to a request (SL -17) for the partial release of a reclamation bond at the Trapper Mine. <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, Inc. (TMT). <br />With this application, TMI is requesting Phase III bond release on 448.4 acres that were seeded in 2001-2005. <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface Coal <br />Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining (known as the "Regulations" or "Rules"), and in the Guideline Re a�g Selected Coal Mine <br />Bond Release issues, dated April 18, 1995. All "Sections" referenced within this document are contained <br />within the Regulations, unless otherwise noted. Detailed information about the mining and reclamation <br />operations at the Trapper Mine can be found in the Trapper Mine Permit Application Package, which is <br />on file at the Division offices (1313 Sherman Street, Room 215, Denver, Colorado) and available on the <br />Division web site (http://mining.state.co.us). <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by TMI and is located 6.5 miles <br />south of the town of Craig, Colorado. The specific sections to which the proposed bond release request <br />applies are: <br />• T5N, R91 W portions of Sections 1 and 3. <br />• T6N, R90W portions of Sections 31. <br />• T6N, R91W portions of Sections 25, 26, 27, 28, 32, 33, 34, 35 and 36. <br />Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is private and state. <br />Ownership of the coal that was mined from the bond release area was federal. <br />Summary of Current Activities at Trapper Mine <br />Trapper Mine is an active mine with two pits where TMI is actively mining coal and two pits that have been <br />Trapper Mine Page 1 November, 2016 <br />Phase III Bond Release (SL -17) <br />
